...They are calling for something that can be moved and will last....
Unlike out sewers, sidewalks and streets.

Just saying, they are not looking to spend 50k for a one season popup play structure. They are looking for a movable, art installation play structure....

Where does it say that? It says it'll be in use from installation (early July) "through the summer and fall". Nothing beyond that.

http://www.vicnews.c.../413721733.htmlThe City of Victoria is seeking creative ideas to integrate play into Centennial Square and is inviting teams and individuals to submit design concepts for the space this summer.
Through the Pop-Up @ the Square Design Competition, the city will select a team to design, build and install a playful, playable feature that appeals to a wide range of ages. Participants are encouraged to explore unconventional approaches to play that contribute to the architectural character and public realm experience in Centennial Square.
The winning team will receive a $5,000 award and up to $50,000 to design, build and install an imaginative feature in the city’s signature public square. There will also be an opportunity for the public to cast their vote.

Since then, officials have worked with the architect and consultants to review the proposed design, which now calls for two spaces, identified as male and female, each with private accessible stalls and fixtures, along with a security booth.
After seeing the proposed design on Thursday, however, several councillors questioned whether staff had given consideration to gender neutral washrooms. Coun. Ben Isitt wanted to send the matter back to staff to come up with a revised design and cost estimate that includes a single stall for a universal washroom, but staff noted they’ve already explored that option, which would push the cost well beyond $215,000.
Mayor Lisa Helps pointed out City Hall already has a gender neutral washroom that’s open from 8 a.m. to 4:30 p.m., and portable toilets are brought in during special events outside of those hours.
“In a perfect world we’d have all the money in the world and we could build a beautiful washroom that is gender neutral. When we start to redevelop other facilities, that’s the direction we’ll go,” said Helps. “But I think at this stage this is a direction I am happy to support.”

It is actually an executive "cone of silence" boardroom.

The new washrooms are done. CFAX is teasing they are "pretty pricey", while councillor T-J "could not remember" the price when on CFAX this morning.

Now Helps is musing about tearing down the Centennial Square parkade. With a building to house the library. Or private offices.
I think this has been an idea bandied about for years. I'd suggest a multipurpose building: library-office-residential, 10-12 floors would be decent in this location. Not that I think it will happen, but this certainly isn't news.

Well Helps hasn't been in the spotlight for a few weeks so I guess she was feeling left out.

I think the difference was that in the past there was a view that the a lot of the parking would at least be replaced with underground spaces.I think that Helps wants to get rid of the parking altogether to force more cars out of town.

Did she actually say there would be no parking component? Underground parking would have to be part of any serious redevelopment plan.

She said there would be underground parking.
That makes more sense. Her Worseship may be nuts, but she's not stupid. I could see this working if a proper public-private deal could be struck.
