I can - it looks like it belongs to the former HBC Chief Factor's home on Wharf @ Broughton. Do I win a cupcake or something? :D

It's either the old dungeon on the water side of Capital Iron, the present dungeon at the old Motor Vehicle Branch, or the wine cellar under the Fernwood Inn.

Everyone was getting close - its underneath the whale mural, coming up the slope from the waterfront.

That's pretty funny. My first choice would have been Capital Iron but since somebody had already guessed it I went with Chandlers.
