Ok, so officially approved now?
I think it still needs second and third reading at council. I'm not sure where they are at with the land-lift assessment negotiations.

This was approved last week. City Council didn't budge on the land lift payment.

12-storey residential towers approved near Mayfair Shopping Centre

Two 12-storey residential towers with ground floor commercial space have been approved for the 600-blocks of Speed and Frances avenues near Victoria’s Mayfair Shopping Centre.
Proponent Oakwood Park Estates plans to build 176 residential units between the two towers, 83 of which (in the east tower) are earmarked for rentals and 83 (in the west tower) as market condos. A total of ten townhomes will front onto Speed Avenue. [Full article]

An assembly of eight properties recently approved for a two-tower residential development near Mayfair Shopping Centre have been put up for sale.
Listed at $11.8 million by commercial brokerage firm CBRE Victoria, developer Oakwood Park Estates’ “Speed and Frances” proposal between the 600-blocks of Speed Street and Frances Avenue secured municipal approvals earlier this year following a half-decade municipal planning process.
The maximum height for both towers has been set at 12-storeys, with residential density allowing for 176 rental or condo units in the form of studio, one-bedroom, two-bedroom, penthouse and townhome layouts. [Full article]

I suspect it was always the plan, to get the land parcels amassed and move forward with a cohesive plan. A family situation involving the development team only hastened the speed with which this eventuality played out, but you know what, that's alright. The design Praxis came up with was nothing spectacular and whoever picks up the project may want to re-envision the design.

Yet so many developers have approvals and zoning in place but sit on sites for years (Roundhouse, Hudson, Dockside Green, the Speed Street site).

Keep in mind a few things.
The owner of Roundhouse isn't currently losing money (no rush), Hudson is well under construction with the Hudson District, Dockside Green is owned by VanCity (not the original developer, and well Speed street... hmm...
