Westhills Land Corp. is asking Langford council for several zoning changes and updates to its master plan, including a new parkland agreement that proposes playing fields, traffic berms and parking areas all be considered open spaces.

 

Westhills manager Ryan McKenzie told council during a public hearing this week that as the development has grown over the past 15 years, clarity has become essential for the remaining land coming to the design table.

 

Proposed changes would affect the density, heights and types of housing, as well as various commercial uses, and tweak industrial park uses, amenity contributions to the city and what lands are considered park space under existing agreements with Langford.

 

The 500-acre Westhills development covers a long swath of the city, bordered by Langford Lake to the north and stretching west to Humpback Road, while its southernmost portion touches Sooke Road. The planned build-out will contain about 5,000 homes.

Why stop at a traffic berm? Just zone the Westshore Parkway as parkland while you are at it. Do kids not play street hockey these days?

they do a remarkable job of sound abatement.

 

this one here is very effective, in close range to these homes.  that were mostly there well before the highway was there or in that form.

Ah, gotcha.

That’s a lot of real-estate that has no use for building, but can be used as a roadside trail. Why wouldn’t it be open space? Ultimately it all comes down to the money the purchasers have to pay for their housing, nothing is provided for free.

And are these berms part of future phases? I can’t picture these things anywhere within the project, at least none that I’ve seen.

They aren't asking for it to be open space, they are asking for it to be parkland. I prefer to go hiking in the forest not the side of a road or parking lot. I'm sure this definition of parkland is shared by others.

Westhills is now proposing that playing fields, trails, stream-side areas, engineered fill slopes, public plazas and untouched green space be included in a new parkland deal. It is also proposing that the parking areas adjacent to the E&N railway and YMCA count toward the 40%.”

I’m guessing they were using the term open spaces as another word for parklands? Either way, the above sentence notes that they want to include the traffic berms as parkland.

They want to build more houses on the land they have left.

No good reason Langford has to grant them the changes. No big deal.

PARKLAND DEDICATION AGREEMENT (PDA)

The PDA sets out the parameters of what kinds of parcels of land will or will not be considered Park, when dedication needs to occur, and how the areas are to be protected or improved upon. It is proposed that the 40% land dedication could include playing fields, trails, Streamside Protection Enhancement Areas, engineered fill slopes, public plazas, untouched greenspace, among others. It is also proposed that the Park & Ride area adjacent to the E&N railway and YMCA count towards the 40% subject to it remaining available for public use.

I dunno, parkland doesn’t really apply to what’s already been built and considered part of the PDA, like a roadside trail. Is that a roadside trail or a park? Is a bike trick track a park? You catch my drift.

Vandals who rearranged giant letters spelling Westhills to instead read “heist” on a slope in Langford could have created worse phrases, the developer concedes, but with thousands of dollars in damage done he isn’t laughing.

Rob Muller, who oversees real estate sales and marketing, said Westhills Land Corp., founded in 2006, is offering a $2,000 reward “the details of which we will be releasing Thursday” for anyone with information leading to the positive identification of those responsible for the vandalism which was discovered early Saturday morning.

 

A prank is one thing but causing thousands of dollars of damage is a very different and serious matter, he said.

 

“We just want to make sure that people understand that this isn’t just some letters on a hillside but they do have quite a bit of a cost to them,” said Muller. “We just want to keep our com munity looking beautiful and welcoming and so we’re going to put the sign back up and hope that this time it stays up.”
