...at least it's visually interesting
All new apartment buildings look exactly the same except when they don't.
I don't mind it. I'm just hoping the ground floor turns out well. So would residents have access to the roof of this place?

How to underground power lines fare in earthquakes?
Lots of factors at play.
The fragility of buried electrical cables is often neglected in earthquakes but significant damage to cables was observed during the 2010–2011 Canterbury earthquake sequence in New Zealand. The vulnerability of buried cables is influenced more by liquefaction than by ground shaking, and lateral spread causes more damage than settlement alone. Along with hazard intensity, insulation material is identified as a critical factor influencing cable fragility, with paper-insulated lead covered armoured cables experiencing considerably higher repair rates than cross-linked polyethylene cables.

There is a reason why most disaster preparedness organizations urge you to stay away from the vicinity of overhead powerlines when earthquakes are expected.
If you are in places like Steveston or Delta, you can expect liquefaction, but I would expect the probability in Victoria is low. It may be easier to repair damaged aerial plant, but at some point available supplies are a limiting factor, especially in the event of a serious quake. Newer buried cables should have a good chance of survival, assuming that they are not impaired by other factors, like flooding.

So would residents have access to the roof of this place?
No. They have access to the funky recessed second floor patio at the southwest corner of the building.

The glitter ball must be a punch-list item.

So basically, no creative suggestions. Just bashing as content? If you're more creative than this or any architect ,support your point somehow.

This is one of those projects where the choice of plantings will either make or break it. Hopefully some good street trees go in once it's all done, and ideally the trees on the second floor will be much fuller than the near-transparent specimens shown in the promotional material. That light feature will make a big difference, too. And it's a collection of smaller disco balls, so VW is on to something!

I'm not minding the building itself. The building on Oak Bay Avenue ended up growing on me (not literally). If the corner balcony space ends up being a dud then it's too bad but no big deal from the perspective of the ordinary bozo on the street. I'm still more concerned about the ground floor. Hope it turns out well.

It's starting to come together. I like the south side. The planters, trees and walkways going in there will provide a nice contrast to the starkness above.
Common patios are typically underutilized, especially when they are stuck on roof tops. At least the second floor corner space will have more of a street feel and will be certainly more protected. It will be interesting to see what use it gets. Bravo for being different.

the trees on the second floor
Are those trees or some kind of vine? It looks like they are growing up a guide wire which extends to the ceiling above. Anyone have a landscape plan?
