I have no idea on the terms or reasons of the departure, but I cannot say that I'm surprised. It appeared to me that Mr. Kalnychuk had an overflowing plate with the combination of public works/operations and engineering. The stress was showing. Over 300 employees, and the bulk of the city's operational and capital spending. These roles should be split in two, as I understand they were until a few years ago.
It appeared to me that he ended up with a lot of weight on his shoulders RE: the Johnson Street Bridge. This was likely unfair- the contracted project director, Jonathan Huggett, should only have been a short term patch (max 6 months) until more high-level support was brought on board. We all know that the city has ample capital work ahead, with a distinct shortage of in-house abilities.
