I am sure the CoV is simply applying the successful BC Ferries formula:

Donald Hayes [The chairman of B.C. Ferries] said B.C. Ferries needs skilled leadership, especially when the company is losing money. "The reality is when things are tough, you really need a skilled executive and management team - you have to make salary and compensation arrangements that ensure you retain a strong executive, even through the tough times,".

What's even more troubling is that other municipalities are starting to slowly come to the realization that their infrastructure modernization projects will be bigger and more financially straining than anticipated. Oak Bay in particular is gearing up for projects that will likely lead to big tax increases and strain the municipality's coffers.

Meanwhile in View Royal there is so much money coming from casino revenues that the municipality cannot spend enough on infrastructure and municipal pet projects. Just look at the upgrades to the Old Island Highway west of Admirals. View Royal spent serious sums of money on just about every facet of the project and now they're upgrading HWY 14 on the eve of what could be the LRT or BRT project which will require a major road overhaul of its own.

Sounds like view royal needs to hire some more consultants! Have they considered building some bridges?

RFP 12-31 The City of Victoria is requesting proposals from professional consulting firms, with municipal service delivery/organizational review experience, to undertake a review of the City’s services, service delivery and current organization structure with the objective of aligning the organization to the City’s Official Community Plan (OCP) and Corporate Strategic Plan (CSP) in order to meet the overarching goals, objectives, strategies and key initiatives identified by Council.

Greater detail can't be viewed unless you register as a vendor.

Roy Brooke, director of sustainability, whose salary ranged from $141,349 to $161,252, is also no longer with the city, as his job has been eliminated. The sustainability function will be integrated into other departments.

This was kind of a no-brainer. Just about as soon as the position was created, people grumbled that sustainability has no business being its own department--every department should manage itself sustainably. I guess the first step in making your organization sustainable is to get rid of your sustainability department.

Peter Sparanese, general manager of operations, with a salary ranging from $174,649 to $199,002, saw his job eliminated. A vacant position of general manager of strategic services was also cut.

"general manager of operations"--I'm not even sure what that means. Regardless on how you feel he handled the bridge debacle, Sparanese's amazing career with the City just came to a screeching halt.

I guess the first step in making your organization sustainable is to get rid of your sustainability department.


The department of redundancy department? It's nice to know the city will no longer tolerate redundancies in the city.


It's too bad salaries got so out of hand that they have to axe the position altogether. One has to wonder how different the outcome would be if they kept tighter controls on salaries.

^I really don't think the salaries got out of control, it was the creation of new positions. Salaries across the CRD are fairly competitive with each other.

I wouldn't be surprised to see Peter reappear in Saanich along side his former bridge cohort Mike Lai. Or maybe another municipality in need of infrastructure management. I doubt he'll see a big pay cut. This is what I mean when I say Victoria's salaries are not uniquely high. They're higher for sure, to account for the higher cost of living and complexity involved in managing a capital city, but not vastly so like it was in pre-amalgamation Halifax.

I'd like to get that consultant back, what was his name--from 2008 or so that did a highly publicized report on reorganizing City Hall. One of the offshoots was the Kalman Report, I think. Anyway, what does he think of all this? Is he disappointed the City is going back on its pledge to strengthen the staff? Or shaking his head over how his recommendations were interpreted as license to go on an unsustainable hiring frenzy? Cuff, that was his name. Cuff Report.

Sustainability had a director and 3 staff.
Not mentioned in the article is that 2 of the 3 will be integrated into other departments.
The 3rd is not so lucky.

if city hall was kicking ass with infrastructure process's going great and developers lined up to add to our stability and growth, then all the wages would make sense. it is when we are paying high wages and stuck in a mire of substandard process's that wages come under the watchful eye of those who are frustrated. None of these job cust deal with the underlying problems at city hall
