I've got some info coming on that incident. It's not quite as innocuous as originally believed.

Last night's fire response turned out to be far more serious than originally thought. One unit was damaged by fire, while about a dozen others suffered subsequent water damage.
But the truly alarming thing was that some residents refused to leave their units and just lingered within.
Too cool to evacuate: residents refuse to leave downtown Victoria highrise despite fire alarm
http://victoria.citi...ite-fire-alarm/
A fire that broke out in a 12-storey downtown Victoria residential highrise has officials sounding alarm bells about the fire safety awareness, or rather the lack thereof, of some residents.
Shortly after 8PM on Monday night emergency crews were called to the 700-block of Fisgard Street in response to a triggered alarm on the fifth floor.
Upon arriving crews discovered a kitchen fire had been contained by the in-suite sprinkler system, although about a dozen suites suffered subsequent water damage.
Despite the seriousness of the incident, some residents chose to remain inside the building throughout the ordeal. [Full article]

No different than people not wanting to leave their homes during forest fire or Harry Truman who wouldn't leave his spirit lake lodge. There is no criminal offense that I am aware of... for not leaving your property and the thing with this one was there was no smoke the sprinkler system put it out before the FD arrived probably thought it was another false alarm at that building

Maybe the non-evacuees had mental health issues, or drug addiction, or both. Calling them names like "too cool" could be an additional trigger, too.

Gary, is that an SLR lens or a single unit with an extreme zoom?
To get off topic for just a moment, it's the Sony's DSC-HX400V 50X optical bridge camera (cameras that "bridge" the gap between point and shoot and DSLRs). Because it's a small 1/2.3" sensor the optics can be made small enough to create a 1200mm equivalent telephoto lens (you can see the focal length numbers on the pic below). Using a good tripod is essential to getting clear shots with this camera. Those night shots above were taken with a 1 second exposure.
A 1200mm full frame DSLR lens would be simply MASSIVE. The amount of light required to fill a full frame sensor is enormous. Canon made such a lens years ago on special order - only 20 were supposedly made with the first introduced at the 1984 LA Olympics. B&H Photo acquired a used one in 2009 and made a video about it. In Japan, the original price was 9,800,000 Yen or about $89K. B&H sold their lens for $120K and acquired another used one in 2015 and listed it for $180K. Of course the Canon lens will produce much clearer telephoto shots, but my $500 Sony is much more affordable, and manageable.
I don't shoot through the sliding door anymore but the shot shows the relative diffence between my 1200mm and a full frame 1200mm lens in the video below.

There were actually two more trucks parked further along that I couldn't get in the frame.
