No, all the ones I've examined it's the operator. Perhaps with the blessing of the owner, of course.

As long as getting a license doesn't interrupt the unreported, cash-only rent being paid to the property owner.

I know in strata situations the operator needs signatures from every owner to go through with their application.

That appears to be the problem down at CSV. They only have 6 of 8 signatures. There is nothing to stop these last 2 from holding out for a cash payment, that would make the most sense. 6 might have given it away for free.

Not from licensed producers. The amounts being sold can only be supplied by illegal sources. A recent report in a Vancouver newspaper conservatively claimed that Vancouver’s illegal dispensaries sell more marijuana in one month than all the licensed producers in Canada sell in three months.

I think that the problem for local pot shops is that the CoV won't be the deciding which laws are enforced. No way the feds are going to give up their tax revenue.

Normally I would hold out for a stake in the company but since I don't think that any of the local pot shops will be operating in 18 months then $10K is a nice round number!

Storefronts can't legally buy from legal Health Canada sources currently.

Well maybe you have a point, but why would you add fentanyl to marijuana? People will notice pretty quick. Bad for business.

The end justifies the means .
That could be one reason or it could be a total accident cross contamination.

I do find it odd cannabis is pulled off the street and into the health canada system and city storefronts(storefronts not foolproof but the power of being able to review a storefront is vary effective and the ability to phone the police and not get arrested yourself), and then fentanyl is introduced into the street drugs….
