As long as they have been residents for several months (maybe even 30-days?), they can cast a ballot.

The requirements are having lived in the municipality for a minimum of 30 days (or own property there) and 18 years of age, a Canadian citizen and have lived in British Columbia for at least 6 months.

Yes. A lot of renters may not be citizens. Students etc.
