Somewhere in the Royal Oak/Glanford area might work, but I don't think there is an underdeveloped piece of land suitable for a Costco. The only logical choice remains the Keating Industrial Park.

Which is right about where Jesken Town Centre would of been... 15 minutes away from the core, the exact same as Costco in Langford.
