Heritage remediation planned for historic Chinatown buildings

Two historic buildings in Victoria’s Chinatown will be remediated as part of a mixed-use development spanning the 500-blocks of Fisgard Street and Pandora Avenue.

 

Victoria-based developer Lefevre & Company has acquired the two storey Lum Sam & Look Den Building at 534 Pandora Avenue and it’s two storey Fisgard Street counterpart, the Lee Cheong Building at 533 Fisgard Street, home to the popular Bean Around the World coffee shop. Lum Sam and Lee Cheong are listed on the development site of The Condo Group as "coming soon" .

Already buyers are lining up, Le Fevre said.

Like some of his and other developers’ downtown projects catering to the urban market, this one does not have parking.

The two-storey height will remain unchanged, Le Fevre said. Buildings will be remediated, brought up to current seismic standards and the integrity of the architecture maintained.

Le Fevre is again working with Campbell Construction. “I wouldn’t be doing these buildings unless I could rely on their capability,” he said.

The buildings were constructed in the late 1800s and early 1900s in the wake of the Fraser River and Cariboo gold rushes as workers and merchants arrived in Canada.

Victoria councillors on Thursday approved heritage-related permits for the Lee Cheong Alley building at 533-537 Fisgard St. and the Lum Sam Courtyard building at 534 Pandora Ave., both owned by local developer Chris Le Fevre.

Le Fevre is planning to keep ground-floor commercial at the Lee Cheong building. The rest of the site, including its small interior tenements, and the Lum Sam building will be converted into 25 condos, priced about $300,000.

Coun. Pam Madoff said the heritage conversion project stands out because, unlike many others, it is not proposing any additional height.

“This is a very experienced developer as well and … they’ve come forward with a development that respects all of those important principles about the scale and character of Old Town and in particular Chinatown that, unfortunately, we need to celebrate because we’re seeing that less and less,” Madoff said.

So concerned with preserving the scale and character of the old town.... She must lose sleep every night thinking about how the Permanent Loan Building site was chopped down from 10 stories to 6, or how the Campbell Building site was chopped down from 8 stories to 6, or how the Wilson Hotel site was chopped down from 4 stories to 2, or how the Brunswick Hotel site was chopped down from 4 stories to 2, or how the Clarence Hotel site was chopped down from 4 stories to 2,or how the Imperial Bank site was chopped down from 3 stories to 2, etc. and on and on.

 

PLENTY of buildings have had stories added or removed over the years and decades. It's not some bizarre/unusual occurrence. It happens. A proposal for an additional story shouldn't even raise an eyebrow. Honestly, it's ridiculous.

Bean Around the world will pretty much be staying the same inside. They will be closed for a few weeks this summer for seismic upgrades.

They're working like crazy in both buildings.  You'd never know it, they're keeping the front sides locked up tight.  Last week to Door was open to the Lum Sam building and it was fully excavated inside.  Today the concrete truck negotiated the narrow laneway. May pouring slabs?

A rare peek inside the Lee Cheong Alley building. Brickwork in the alley has been going on for weeks.  The windows on the second floor at the back of the alley facing the Union courtyard have an odd shape.  It'll be interesting to see what the developer does with the openings.
