It's pretty hard to lose money running a casino, really. But I suppose it's possible.

A high stakes James Bond-esque casino in the Bengal Lounge to fleece the rich, while protecting those Ben Isitt is so worried about. But us locals would still be allowed in to eat the curry buffet and play extras with English accents. Although Mike would be a Russian oligarch, VHF a shady financier/money launderer, Holden a landscaper painter from the English countryside, HB a cantankerous Duke expelled from the Royal family..

For me its not about losing money as much as it is about not giving Mayor Helps a slush fund which she can then use to pay for more of her pet projects outside of public oversight.

B.C. Lottery Corp. preparing proposal request for new Victoria casino
The B.C. Lottery Corp. is finalizing a request for proposals to select a private-sector operator to develop and run a casino and entertainment venue in the city of Victoria.

The municipality has ruled out its Apex site at Humboldt and Douglas streets because the location is not large enough, [Helps] said.
Victoria is expecting that a casino would be one component in a development.
“The only way that I would be willing to consider a casino, and this is what the city’s policy says, is if it is combined with some new hotel development. Goodness knows, we could use a few new hotel rooms in the region,” Helps said.
“I’m curious to see what might come forward, but really, I haven’t heard a peep.”

One possible site is at Rock Bay.
A Songhees First Nation official said this week that it is open to the idea of a casino, in conjunction with other uses, on Rock Bay land. In 2016, the federal government transferred 4.2 acres of land there to the Songhees and Esquimalt First Nations.

+1 for a Rock Bay proposal. Done right this could be an amazing way to jump start development of this long neglected area. Done poorly however...well, let's not go there just yet.

This will be interesting. There are two groups who believe that they are getting the casino. I don't see it going to the FN group though as the area around the old hydro site is too run down. If it was just the casino then it wouldn't matter but who is going to want to build a hotel and restaurant there? The site that will be chosen is in Vic West.
