I don't remember if the developer has been identified yet, but it's Alpha Project Developments Ltd. (Legato, Aria, Mondrian). de Hoog & Kierulf Architects did the design.

For some reason it looks taller; it must be those strong vertical elements and what appears to be a lot of glazing. Are any additional renderings from other angles available?

The commercial space is double height, which might make a small difference. The building tops out at 45 m (the maximum under the OCP) and has "generous setbacks" according to the architect, so it perhaps looks a little more slim than what we're used to seeing in Victoria. I'll screen grab a couple either images from the proposal and post below.
