Four stops in Esquimalt (pop. 17,000), five stops on the Peninsula (pop. 40,000) but 0 stops in Westshore (pop. 77,000)? Hmmm...

I think it would be safe to have the Saanich Line terminate at Royal Oak, and keep the various bus services to the peninsula running. Not much demand out that way for rapid transit without development of agricultural land. Get that Victoria Line further west!

There's an argument being made on reddit for servicing the airport and ferries which would make sense if they are high enough volume

I agree with your point but to get technical, there are only 2 stops in Esquimalt - Admirals and Craigflower are in View Royal (pop. 10K ).

Just like Vancouver and any other city that builds a rail/subway system; where the stations are the population quickly increases within a 10 block radius ... of course this system would have the added challenge of dealing with the local counsels and neighbourhood community groups who would no doubt fight higher density.
