Britain has pulled out agents from live operations in "hostile countries" after Russia and China cracked top-secret information contained in files leaked by former U.S. National Security Agency contractor Edward Snowden, the Sunday Times reported.
British Foreign Secretary Philip Hammond said Snowden had done a huge amount of damage to the West's ability to protect its citizens.
"As to the specific allegations this morning, we never comment on operational intelligence matters so I'm not going to talk about what we have or haven't done in order to mitigate the effect of the Snowden revelations, but nobody should be in any doubt that Edward Snowden has caused immense damage," he told Sky News.

... he said, while speaking on matters of operational intelligence.

There is a good point though - how does anyone know that any data China or Russia got is from Snowden, and not from hacking into government databases, which we keep hearing about?

If anything was leaked to the Chinese or Russians, it's easy to blame Snowden.

The Americans keep claiming that they do not know what Snowden actually stole. Does that mean that the Chinese and Russians can crack the encryption but the US cannot?

Last weekend, the Sunday Times published a front-page story (full text here), citing anonymous British sources claiming that both China and Russia have copies of the Snowden documents. It’s a terrible article, filled with factual inaccuracies and unsubstantiated claims about both Snowden’s actions and the damage caused by his disclosure, and others have thoroughly refuted the story. I want to focus on the actual question: Do countries like China and Russia have copies of the Snowden documents?
I believe the answer is certainly yes, but that it’s almost certainly not Snowden’s fault.
