Why would anyone want to spend a night beside the Tarmak? Crazy people that don't wanna sleep I guess.

Also, a casino was part of the original plan. With the gaming commision balking at more licenses in the CRD, that plan fell through.
HOWEVER, the latest incarnation of the project is a retail village with a residential component. It's on the backburner, though.

Problem is, the parking would have to be free for it to work.

Sometimes I think they should tack on a full fledged shopping mall to the existing airport. There's plenty of real estate to do it, and the peninsula doesn't have a mall so people would love it.

There's not much activity at YYJ after 2100 or so. I'd bet it would be a good sleep.
I have heard rumors of a highrise hotel too.
