How's this for a local map? Can anyone help pin the date of when this would have been issued?

My best guess is the 1960s because UVic exists
James Island had the TNT plant in operation till 1977 so that would be the most recent date possible

After 1981 because Sidney Spit was not a Marine Park till that point.
However it does say on the map somewhere between 2006 and 2016.
What's up with the red straws?

All I ever get is yellow pieces of paper with the word "gold bar" written on it shoved in between various floorboards by some former smartass owner.

here is a great old map from 1897.

on that map is the mt. baker motel.
Built in 1893 by Canadian Settlers Co. of England, the Mount Baker Hotel was situated on 11 acres of waterfront near the current site of the Oak Bay Marina on the corner of Beach Drive and Orchard Ave. The five storey hotel with 57 rooms and 8 bathrooms was destroyed by fire in 1902.
