Suspicious Death in Metchosin

On July 12, 2019 the West Shore RCMP discovered an adult male deceased in a residence in Metchosin. West Shore investigators located the deceased man while following up on a report he was missing from work. The death is suspicious and foul play is suspected. The Vancouver Island Integrated Major Crime Unit (VIIMCU) have been called in to investigate.

West Shore RCMP and VIIMCU are currently gathering evidence. No suspects have been arrested in connection to the death.

"Investigators are in the preliminary stages of the investigation. Police are not releasing the name of the victim at this time as family are being notified. We will release more detailed information in the coming days," says Corporal Chris Dovell Media Relations Officer for the West Shore RCMP.

I think the information they are looking for might be from a person or persons that already know those details.  If they were canvassing the general public then they would probably be giving more details I suspect.

West Shore RCMP have identified a man found dead in his Metchosin home Friday as 60-year-old Martin Payne.

West Shore RCMP say foul play is suspected in the death of a 60-year-old Metchosin man.

 

Police found Martin Payne deceased in his home in the 1000 block of Brookview Drive on Friday. They had visited his home after he was reported missing from work.

 

The Vancouver Island Integrated Major Crime Unit is leading the investigation into Payne's death.

 

Police say Payne's truck -- a red Ford F150 with British Columbia licence plate 7432HY -- was found Tuesday afternoon in Oak Bay. The extended cab truck was parked on Woodburn Avenue.

Brookview is very close to the Goose, and not an insignificant distance from William Head.

Police say they believe the death is an isolated incident, but aren't saying whether the public is considered to be at risk.

 

CTV News has learned Payne was an employee at BC Mail Plus with the Ministry of Citizens' Services.

"This situation is tragic and our hearts and thoughts go out to Martin's family and friends at this difficult time," the ministry said in a statement. It declined to comment further but said it was providing support to BC Mail Plus staff.

 

On the weekend, neighbours in the 1000-block of Brookview Drive speculated that Payne's death may be connected to the escape of two inmates from a Metchosin prison earlier in the week.

 

James Lee Busch, 42, and Zachary Armitage, 30, were arrested in Esquimalt's West Bay neighbourhood on Tuesday night after escaping Sunday from William Head Institution, which is about 6.25 kilometres from Payne's home.

 

"A big prison escape and recapture and the suspicious death," neighbour Chris Van De Water told CTV News. "Like the police always say, there's no such thing as a coincidence, so I don't know."

 

Police are not commenting on whether the two incidents are linked or if the prison escapees are suspects in the suspicious death case.

How did they find the truck before him?

On (Tuesday) July 9 at about 8 p.m. Busch and Armitage were located and arrested after an off-duty RCMP officer spotted them in Esquimalt and called 911 so the Victoria Police Department could respond.

Exactly when Payne was killed remains unclear, but the West Shore RCMP were asking for tips from people in the area between the evening of July 7 and mid-day on July 9.

truck was found july 9. guess oak bay pd just towed it and called it a day. perhaps multiple jurisdictions on this file hampered any quicker action.

The duo were apprehended on July 9th.

 

The death was announced by West Shore RCMP on the 12th, after Payne had failed to show up for work for "three days." It's unclear whether that means he had not shown up on the 9-11th, or the 10-12th.

one wonders though. if his truck had been found in another part of metchosin would police maybe visit his house? did oak bay police call him? does icbc even have your phone number?

The bigger question is why it was towed in the first place.

 

And if it was towed, did Oak Bay Police inadvertently contaminate evidence related to the murder.

That's the thing, right? Since it doesn't sound like they secured the truck, fingerprinting could be a challenge as the tow truck operator would have entered the vehicle prior to towing it away, then entered it again once it was unloaded and moved into a parking spot. Then once in that spot who knows how many times it may have been entered.
