Is it going to be mass timber like Tresah?

It doesn't sound like it. With the way things are going with lumber I wouldn't be surprised if we started seeing rental projects like this built out of concrete.

I'm hoping the overall architecture and quality is a little higher than some of Woodmere's other buildings in Langford and elsewhere.
These guys are hands on and efficient. So I'm also curious to compare how long it will take them in Saanich to build the 278 units. Their 3 building 222 unit rental development on Jacklin road in Langford took them like around 24 months from land purchase to occupancy a few years ago, which is crazy short in the CRD. (3 identical 5 storey buildings on larger site, so had efficiencies) Their other Langford buildings where pretty fast to build as well.
With Saanich's bureaucracy and council, I'll be amazed if they have a completed building before early 2025 (~4 years) and construction is really busy now too so even slower.
(and people wonder why housing is expensive...consultant errors and municipal bureaucracy slows everything down...)

They also benefit from having an in-house construction firm, W & J Construction.

A bit off-topic but why hasn't there been a similar run on cement as we've seen with lumber?

From the citified page:
Saanich describes its vision for the Rutledge Neighbourhood as “a location of choice for residents seeking to live close to shops, services and amenities in a quiet residential setting with a range of medium density housing options,”
Are there plans for ground level commercial? Greater local population could support it. It seems underserviced by local walkable restaurants. The Round House cafe seems like a great little spot beside the park and it seems like there is room for more of that.
