Who owns it?  Maybe it makes good money for the owner - as a parking lot.

The parking lot across from the legislature is being transferred to either Esquimalt or Songhees first Nations, so I'm hoping for some sort of senakw style development

Maybe it’ll become an industrial park. More money and demand in that and for that, than housing.
