Not saying they have to go with what is currently there, but as this is the first new development in the area it will be setting a certain tone for future development. We ask the same question in Richmond all the time: What makes this project exemplary of X neighbourhood?

It's a tough one, and I don't envy planners.
That area of Quadra has a bit of everything. There's generic 1950s houses but also a few old-timey cottages with the big pointy roofs. Plus apartments from every decade.
So this big project will really set the tone for the whole neighbourhood.
If you wanted to play off the old timey cottages you could build something new in this style:
But you could also go in a more modern direction if you wanted to fit in with the newer construction around there. But my point is that that area is more ambiguous than the Truth Centre neighbourhood which has a definite style. But you want it to fit, not blend in.

It is a private development, but the developer will be building the project for the CRD. The proposal was not initially planned for social housing but BC Housing has been financing the purchase of many projects, and this development site came up as a suitable purchase.
Recall that View Royal residents consider social/affordable housing as one of the lowest priorities within their municipality, so it's not surprising the mayor has to issue these statements.

And given that traffic is one of the highest priorities he has to deflect the traffic concerns by blaming those to the west. It's like View Royal is the Alberta of Greater Victoria.

If you remove Thetis Lake Park and the rural lands northeast of it that fall within the VR border, View Royal's land mass is 1/3 west of Esquimalt Harbour and bordered by both Langford and Colwood.
In fact, many View Royal residents are themselves part of the crawl trudging along Old Island past the municipal hall.

If you include the park, 2/3's of View Royal is within what most would label as the Westshore. View Royal was, until only a few years ago, lumped within the Westshore by the CRD for the purposes of population statistics.

To clarify his clarification: to the west of View Royal. The claim* is that the bulk of the traffic is not originating from within what the municipal boundaries of View Royal are (regardless of what one imagines they could or should be).
* I don't know, I haven't done a traffic survey myself.

The whole Concerned Citizens Concerned About Traffic Increase bit seems to be very phoned-in for this one.
Langford's got it covered: “We’re requiring them to put in a roundabout right at Hockley and Peatt and another roundabout at Goldstream at Peatt.”
