Plan of basement to give context (from development application)
I'm guessing the void between the basement wall and front footing was filled, the slab looks solid.

Some interesting floor plans in that building.
"Interesting" is kind. The designs appear quite poorly thought out, as though someone said to a group of novice designers (who perhaps have not been inside a home before) "there ARE no bad ideas"...and then there were - LOTS of them. They forgot to include a design where the kitchen connects to the dining room through a jack and jill bathroom.
