As mentioned before, one thing that crippled Centennial Square was the rejection of Di Castri's plan to extend the arcade all the way to Government Street. Truncating it at the washrooms destroyed the possibility of success by giving pedestrians little incentive to enter. That would have mimicked in some way a classic street where you can venture in any direction along storefronts.
