And this is the argument for how it maintains the James Bay character.
That's one of the ongoing absurdities re: "sensitive" design in Victoria. People claim to care so much about architectural heritage and the historic built form of the neighbourhoods, and yet many modern developments are allowed (encouraged?) to present a blank/dead face toward the street.
There's a simple way to test whether a style is generally getting things right or generally not getting things right: if there were additional examples of the same style in the same neighbourhood, would the neighbourhood still have its appeal?
But aastra! We threw some art on the front of the building! That's an amenity! Politicians say development should be about "amenities" and not about good development.

Good work, Kapten! I think this might be the first rental complex locally that will be built to the maximum Step Code, and to a Passive House standard. I'm not familiar with any others that have doubled up on those two in that way.

Every day there's a new justification for the same negative trends. A million and one reasons why styles must continue to get plainer, why materials must continue to get drabber, why windows must continue to get smaller, why frontages must continue to get bleaker, etc. Fuel shortage, climate change, housing crisis, deadly plague, banking collapse, world war three, alien invasion, etc.

Look at the new art affixed to the side of the arena. If you thought the crashed satellite was cringe, try to understand whatever the heck is adorned above it. Then tell me if we’re growing as a society, or if we’re so lazy now, that we’d rather be preoccupied with finding ways to defend kitsch as class, then take the effort to do something meaningful.

rental building is proposed by Oeza Developments for 50 Government Street in James Bay.

...Some of the stuff is even designed to evoke dominance over the street, with no respite in the form of a softer facade or a familiar interaction with the street. It’s like the urban realm conceived by the moderne urnaniste wants you to fear it and bow to it, not admire it.
Local streetscapes are developing all the charm of Soviet Stalinist architecture, with not a terribly dissimilar purpose.

I get a little frustrated when I see pointed statements aimed at people's lack of knowledge. Below is a statement that would suggest that the developers have bent over backwards to ensure that the nearby neighbours would not be overly affected by shadows produced by the development. (note the words "careful attention" below.)
The plan view included on the website then depicts a graphic that shows minimal shadowing.
Note however, that the graphic represents the positioning of the sun at high noon on June 21 (roughly) That's exactly when you would expect to see the least amount of shadowing in Victoria. OK so now what happens to the neighbour's sunlight in winter when the sun resides in the southern sky for months on end?
What "careful attention" did the developers take in order to make that "careful attention" statement?
What they are planning to do is build a 60 foot wall 10 feet in from the property line on all 4 sides. These 60 foot walls are not going to "minimize the impact to neighbours" even if they do refer to the height as being "respectful".
Imagine when this "missing middle" idea gets up a head of steam where the entire city becomes rezoned away from single family, and all sorts of large structures (both tall and wide) can be built without much in the way of oversight other than a local community plan.
