This project will create significantly more density without radically changing the character of the built form of the neighbourhood (except to improve it). This should be a slam-dunk, so the NIMBYs will probably come out in full force.
The incredible part is that the proposal is below the OCP supported density. Looking at the new Vic West Neighbourhood Plan, this proposal appears to tick every box. The proposal is quite literally one of the illustrated examples for "traditional residential" housing types!

That block of Quadra is getting increasingly depressing to look at. I hope some activity happens at either of those sites soon.

The Quadra & Johnson rental project should help to improve the general feel of the neighbourhood, even though it is not in the same block as Ming's/Floyd's.

And I bet the NPNA is already saying the redevelopment of this site is too tall, too dense and too gentrified. Their press releases are exceptionally easy to prepare.

An official rezoning application has been filed to build a 4-storey apartment building across from Beacon Hill Park at 956 Heywood.

They made a "preliminary" presentation back in November. 4 storeys, ground floor commercial, 35 residential units. Underground parking for 44 vehicles, commercial parking at rear for 13 vehicles. Condo/rental question has not been decided yet.
The CALUC meeting for this project is in two days (March 13) - 7pm at the Woodward Room in Begbie Hall @ RJH.
From SJNA:
"A 4 storey 35 unit strata Commercial/residential building is being proposed for 1908/1912/1916/1920 Oak Bay Avenue. This is the space currently occupied by Gardenworks, The FrameUp and Balam's plumbing. The team from Jawl Residential will be making this presentation."
