"attainable houseing"

Some areas have started mandating "attainable housing" into new developments yet as far as I know the term is absolutely undefined. What does it mean, that people with money can buy it? Why yes, everything for sale is attainable with enough money. Attainable to who?? The poor? Well that's affordable housing. So what's attainable housing, affordable housing for the middle class?

So many questions, such an undefined term as far as I can tell.

Does anyone know anything about this new buzzword?

Affordable housing has been built into some developments in the past, simply meaning people below stratospheric income levels can buy. This has sometimes been demanded by munis when devs have wanted density or zoning changes.

Isn't all housing attainable in our capitalist system? You just have to put your mind to it.

I somehow picture it like some kind of Roman Gladiator meets UFC thing, where the winner 'attains' a new house as a prize. I'm sure that's not what it is, but I'm equally sure I'd like it more if it was.
