VIHA has just cut to mental health and addiction, and I have read (but can't find the article) that it takes 60+ days to get into a treatment program. Which is troublesome.

I do understand that its not really the cities responsibility; however, none of this is. I also understand the police are powerless due to our useless justice system.

VIHA is a victim of the Ministry of Health which is at the mercy of the government. You can argue the gov't is at the mercy of the taxpayers.

Despite the fact that many addicts are more costly to care for than stable detoxed people, finding the money to do it seems impossible.

Part of the problem I'm told is staff shortages--there simply isn't enough people trained in this field (health/street issues) to cover the need. Many agencies are poaching staff from each other.

VibrantVictoria has learned that City Councillor Phillipe Lucas and Harm Reduction Victoria are investigating the possibility of opening a needle exchange in the 700 block Johnson Street, in a storefront location at the bottom of the City-owned Johnson Street Parkade.

^ Agreed. If they are going to insist on a fixed-site needle exchange, it can't be in Harris Green or Downtown - those neighbourhoods do far more than their fair share already.

You know, the conference centre and Crystal Gardens have a whole bunch of empty storefronts, why not put it down there? It's on ALL the bus routes, plus the Greyhound terminal, and let's face it, there is no other businesses down there (except for the Spaghetti Factory) for the clients to bother. Heroin users probably eat spaghetti, so this could mean more customers for them perhaps.

Perhaps the Johnson Street parkade could be used for a high-rise tent city.

You know, the conference centre and Crystal Gardens have a whole bunch of empty storefronts...

And they can camp in Cridge Park again once the landscaping is finished. So convenient!

As a resident of 760 Johnson Street, plans for a needle exchange literally next door to our home brings grave concern.

Our neighbourhood is in the middle of a transition and rejuvenation, and we have always had our fair share of drug activity on our street. These services should be offered in the Pandora neighbourhood at the epicenter of the problem, near Our Place. The best plan so far was for a comprehensive exchange that incorporated health workers and a community police station in the old St John Ambulance building. Another location to look at could be industrial Rock Bay.

I am not against the idea of a needle exchange or even a safe consumption site, however, you will be doing both the street community and the new downtown residents a disservice by not locating the services exactly where they are needed.

One of the arguments against the needle exchange in the St. John's building was the presence of the school ... but that's closing now. Does that remove an obstacle?

Since little Miss Allseeingeye attends St. Andrews I can confirm Jason-L's point: parents were irate that an exchange was even contemplated for that area. Not sure whether the closure will tip the scales one way or the other especially since the last we heard the closure remains at least 4 years or more away.

Buy the old Blethering place, re-name it to a needle exchange/tea house.

It's funny, just a few years ago people were fretting about how that building was going to ruin the neighbourhood. New condominiums? Uproar. Needle exchange? Crickets.

Methinks there would be quite a lot of very ironic outrage if somebody were to propose a new condo building on the 900-block of Pandora. Condominiums ruin neighbourhoods, don't ya know.

Harper government to comply with unanimous decision

OTTAWA — The Harper government said Friday it is disappointed but will comply with a unanimous Supreme Court of Canada ruling which concluded that the government's attempt to shut down North America's only supervised injection site violates the Charter of Rights.

The judges said the government's 2008 move to deny a permit extension to Insite, in Vancouver's downtrodden Downtown Eastside, was "arbitrary," threatened to undermine health and safety, and was unconstitutional.
