The Capital Regional District (CRD) Board has approved moving forward with policy changes that will see more waste diverted from Hartland Landfill beginning January 1, 2024.
“The proposed material stream diversion initiatives have the potential to divert up to 40,500 tonnes of waste per year,” said CRD Board Chair Colin Plant. “This is an incredible step forward to help achieve our 2023-2026 Board Priority of maximizing solid waste diversion as well as help achieve the Solid Waste Management Plan goals to reduce the region's waste by more than one-third and extend the life of Hartland Landfill to 2100 and beyond.”
Highlights of the policy changes to be made include:
Banning wood (clean, treated and salvageable), carpet, and asphalt shingles from being landfilled as they have stable reuse, recycling and recovery markets. Residents and businesses would be able to bring these separated materials to Hartland Landfill where they would be transferred offsite and processed through contracts with the private sector. Residents will also be able to drop-off materials at private facilities. With this ban, each year, the CRD is expecting to divert 27,500 tonnes of wood, 9,000 tonnes of asphalt shingles and 4,000 tonnes of carpet and underlay.
Increasing the general refuse tipping fee to $150/tonne and introducing reduced tipping fees for wood, carpet and asphalt shingles. This will support diversion efforts by the waste management industry as well as better align with general refuse tipping fees in other regional districts on Vancouver Island (Cowichan Valley Regional District - $192/tonne; Comox Valley Regional District - $145/tonne; and Regional District of Nanaimo - $145/tonne).
Introducing waste hauler incentive rates to promote multi-stream collection, incent voluntary self-reported waste collection data sharing, and minimize the financial impact of increases to the general refuse tipping fees.
Implementing a graduated bylaw ticket structure with higher fines for more serious infractions and/or repeated infractions.
Once the policies come into effect, staff will be monitoring the impact they have on solid waste tonnage and revenue over time and returning to the Environmental Services Committee on a quarterly basis for information and/or any recommended policy modifications, as needed, to align with the market conditions and ensure financial sustainability of the CRD’s solid waste system.

"to reduce the region's waste by more than one-third and extend the life of .... and beyond, without any regard to the cost burden on taxpayers. We have not considered any risks such as non-compliance, increased illegal dumping, or any other, because people should just do what we say."

Anybody had issues with WM service out in the westshore this month?
They've missed our weekly service for strata pickup 3 weeks straight, and customer service last week just told us there was a truck down and short drivers, but everyone with a 96 Gallon tote missing pickup for a month should mean they have to outsource it...

Just cut the boards up into bible sized pieces, put them into plastic bags that you saved when they used to pack your groceries in them and then go for a stroll on the bus route.

All the City of Langford bins around us are already full from people doing that. Only time I've seen them not full is when the worker is actively changing the bins outs
I considered just delivering the full bins to the front door of their yard in the Keating area... They smell bad enough as it is from the last 4 weeks of just wonderful weather...

The Capital Regional District board has been warned that doubling the fines for illegal dumping at Hartland Landfill could cause more problems than it solves.
A staff report prepared alongside GHD, a material diversion technical adviser, and presented to the board this week pointed out a 100 per cent increase in fines could lead to more illegal dumping, more public conflict with staff and increased administration costs.

Changes in the region’s blue box collections are coming in the new year.
Effective Jan. 2, 2024, GFL Environmental Incorporated (GFL) will begin delivering the Capital Regional District’s (CRD) curbside blue box collection program, which provides recycling collection services to 132,000 single-family homes in the region.

2022:
The CRD reviewed the applications and decided to approve a proposal from recycling company GFL, which offered a lower annual service fee than the proposal brought forward by current contractor Emterra.
GFL also proposed using 25 collection trucks, up from the 16 proposed by Emterra for the next contract period.
When the new contract starts in 2024, GFL has said it will use two electric trucks and 23 trucks that run on compressed natural gas.
