Knowledge about bylaws related to secondary suites, campers, etc

Hey all,

So I don't know if this is the right category for this question, but here goes.
So the tent city planning group has evolved into the Temporary Autonomous Shelter Collective.
Right now we are researching tent cities and other quick, cheap alternatives to homeless shelters. We're stopped using 'tent city' to describe what we want to help create, not simply because of the connotations and fear-mongering surrounding this concept, but because we would like to create something like Dignity Village in Portland, which is more like an urban transitional eco-village with semi-permanent structures.
We are in a research phase right now. I'm in contact with the sanctioned tent cities and am gathering info on all kinds of tent city and homeless shelter alternatives. We have a website where all our research links are at tentcity.wikidot.com.
What I was wondering here, as part of my research into alternatives to homeless shelters (and ways to create immediate housing) is what are the bylaws in this region relating to secondary suites, living in campers, sheds, garages, etc. I will call the municipalities myself, but I thought if anyone knew offhand some of the bylaws that would be helpful.
I think if we could open up some existing space in homes, yards, garages, etc, then we could put energy into changing those bylaws and getting people real housing instead of tents.
