Does not feel gradual actually. It has been a pretty sudden downhill over the last few years.
The decline increased dramatically with the election of Lisa Helps as mayor. She used the CoV as her personal sociological experiment. It doesn't appear as though her successor is going to be any better.

Yes, if it seems dramatic to you, imagine what it's like to someone who doesn't live there but visits regularly. Every time I walk downtown or drive in Langford (see what I did there) there is something happening that's new to me.
