No kidding; along Esquimalt Road, near the intersection of Lampson Street or in that general vicinity there is the proto-typical Greater Victoria box apartment called "X" (sorry I cannot recall the first word) Towers" - it is 3 stories high.

Wasn't it Carleton Towers?

Was there a bait and switch in the works here?

 

The developer apparently applied for 85 small lots (in a small corner of a much larger development) for single family homes. 

 

Their proposal documents however appear to have pictured only 20.

 

Colwood council approved only 20. You be the judge.

It would appear that the site in question is located at the bottom right hand corner of the conception.

I dunno, if you only show 20 in your drawings, but are applying for 85 and intending to build up to 85, something is not right.

Oak Bay Beach Hotel tried something similar during their last rezoning and council rightly sent them back so that their description of the changes and map of those changes matched.

Usually, zoning isn't site plan based. It's a description in text format often times accompanied by a coloured map. That said, site specific comprehensive development zones can sometimes come with a site plan but that it usually to identify a specific parcel, not a project as a whole. Sounds like the developer tried to pull a fast one but he should have just kept the site plan more conceptual...
