Right, but that wasn't the concept earlier this year. They were considering moving forward with a single tower (or two towers if you include Mews).

That's being worked on right now. Depending on the outcome, even at 24-storeys there isn't much room to get creative with square footage rates as low as they are (relatively speaking, of course). If this was a 35-storey tower with 325-units and $800/sq ft I think Townline could then afford to create something really unique, but things being what they are I think we can expect a jazzed up Promontory but no Coal Harbour-like tower.

No, and that's due to the evolving nature of the concept. Once renderings are released they can really muddy the waters if the developer changes course.
I do know, however, that Townline is actively pursuing some sort of a crown or visual differentiation atop the tallest tower. But again, the financial confines of a 24-storey tower are not much different from those of a 12-storey tower on a per-floor basis. In fact there is actually more engineering required to reinforce that 24-storey tower, more elevators are required, different technology inside the building, etc.

HP is likely to be THE defining project in downtown Victoria for some time; it needs to be done right.

Council asked Townline to include the GG proposal and they complied, apparently the first time a developer included a rendering of a rival proposal in their application.

It's a shame Gateway Green (GG) is now not likely to ever get built (or at least not for a long time). It would have made a nice balance with the various Hudson towers.
