You can't tell that none of the cameras inadvertantly record through residents windows of residents.

I work with a system that actually allows you to block out areas of view. You can look at the "full" camera view, then pull up a 16x16 grid, then choose to block any one or more of those blocks, so in theory, you could turn off any off the 256 blocks that sees into a residence window. I'm not saying that is the system they have, but that system is available. But do you want to turn off a camera that sees the final act of someone breaking into a ground-floor window or patio door?

I don't have an issue myself with their being cameras there. My issue would be more with being a resident there. This is their home and in general you can expect a reasonable degree of privacy in your home and nearby. I would certainly hope they got written permission from each resident before installing the cameras because to me it comes across as that the residents in this project are not trustworthy whereas residents in higher income buildings and stratas are trustworthy and therefore don't require cameras.

hhhmmm, I'm going to hazard a guess B.C. Housing would not be required to get tenants signatures. I certainly don't recall that detail when they were being installed. So I am lacking facts.
Isn't that the right of the landlord?
It is often not the tenants that are the issues, it's the element that comes in.
This is a phenomenon when you house hundreds together under the poverty line. By building large complexes such as Skeena Terrace or Evergreen Terrace...you're literally creating a ghetto. Or as they are called 'projects' in the U.S.
I can only speak of my own experience living in a different complex...it was more often than not that trouble was brought in. In fact we (as tenants) asked for cameras.

Higher end condos and stratas...how many are laid out such as Evergreen Terrace? With numerous entry and exit points?

Maybe VHF can help me out as far as where the cameras were pointed.
The ones I've seen are targeted at the parking lots and common areas.
NOT at any resident's windows.

It would seem that because they are poor it is ok to film them whereas higher income places would not put up with the intrusion.

Well something is working.
Quoting VHF:

I agree, it's nothing like Blanshard court was in the 80's, it's a remarkable transistion. Part of it might be that social housing opportunities tightened up, folks knew they could not f around and still live there.

You now have me very curious whether there is a marked difference in the overall crime rate since the cameras have been installed.
If so...would you still feel the poor have been intruded upon?
What if in talking to tenants there they welcomed the change?

Considering what Blanshard Courts was 20 years ago compared to Evergreen Terrace currently...I'm not sure who would be complaining.

I'm not saying either one of us is right or wrong as we don't have facts or tenant input here yet we're making assumptions.

So does London. In fact Blanshard Court/Victoria has nothing on the UK in terms of CCTV-surveillance, as pointed out earlier. Crime reduction wasn't the real motive for the proliferation of video units in the UK in recent years, however, but rather the perceived threat of terrorism.

Re: Blanshard Court I can tell you with some conviction/inside knowledge that that area remains a major trouble spot for the VPD therefore (likely) the reason for the install of the units.

Also my masonic lodge sponsors a charity related to B-C and as such am well acquainted personally of the some of the challenges in that area.

You may notice that the cameras are pointed at the garbage bins and the playgrounds. A "video surveillance" sign for people cutting through private property? Really?

"I can tell you with some conviction/inside knowledge that that area remains a major trouble spot for the VPD"
After 11 years in the 2600 blk Dowler Pl. I can report to you it's far from "a major troble spot". You maybe mistaken for the 900blk Pandora Ave, 700blk Johnson St, 500blk Ellice St, 700blk Queens Ave...See for yourself, the VicPD have a online interactive crime occurance/location map.
