Can the librarians still fire phasers and launch photon torpedoes when necessary?

After they get the launch code from a Commissionaire, yes.

Check that, Commissionaires lost the contract at the end of 2016. I see it's Footprints now.

Does the Victoria Library use pesticides on their books? Got one that smells like it(I'm having trouble reading it) . I imagine bugs coming in with books is an issue they like the glue and whatnot.

Bed bugs.
It's a book on the Uplands if that helps.
Bed bugs.
Wouldn't that be book bugs?

Hey, my fellow Oak Bay person! I think we are reading the same book, also from the library. Just checked - my copy doesn't have a strange odor.
So how are you finding the book, other than smell? I'm a little disappointed in it. Lots of filler it seems and the writing is very flowery. Think I will be skipping big sections of it.

After a public campaign to name the new library branch in James Bay, Victoria city council selected one with ties to local First Nations.
The name is sxʷeŋ’xʷəŋ taŋ’exw James Bay Branch, which was selected after consultation with the Songhees and Esquimalt Nations.
It's breathtaking how this council can screw up even the simplest of tasks.

Not really a big deal. The first part will go on the wall. Anyone verbally will call it James Bay Branch.

This is true. But calling it the "James Bay Branch" then defeats the purpose of the new name.
