It's nice to know that Her Worseship isn't fooling everyone.
According to reports about camping along Dallas Road, Mayor Lisa Helps claims that “housing is the issue” and that the provincial and federal governments need to give more money for housing. There is a term for this sort of statement: “Causal fallacy.” One marvels at the audacity. Recreational vehicles parked overnight on Dallas Road rather than in paid camping facilities is not a housing issue; it is a bylaw-enforcement issue, pure and simple. The mayor announced several years ago that she would look the other way and the parking bylaws have not been enforced since. Hence the problem, which has grown exponentially since then...

wasn't there a time in the not so recent past where the mayor was promoting the van life? almost encouraging people who live in vans to park on Victoria streets...

The City of Victoria is looking at letting people sleep in their cars if they can't find somewhere to live. There is a bylaw that bars people from sleeping in their cars.
Councillor Chris Coleman says this is about helping people who are working but can't find or afford lodging because of the low vacancy rate of 0.5 %.
"So we tried to find a discussion point that we could bring forward to council to say this would mimic in many ways the court imposed sanctions around tenting in parks. So 7 p.m. to 7a.m. If that's all you have, then yes you can sleep in your car. It isn't, it doesn't open up the door to moving your RV's onto Dallas Rd. in the summer because it's a nice place to live."
Councillor Chris Coleman says this is also not being done to allow rolling Air BnB's or even people trying to rent their cars as accommodation.
"This was very specifically targeted at people who live in their cars. Um, it's not to have somebody else... on Craig's list at the moment there's a new ad up saying I've got 2 cars. They are licensed, you can't have keys to drive them, but you can stay in them , they're at my place in Fairfield."
Coleman knows this is going to create a heated debate when it comes before council on Thursday.

The two are sponsoring a motion calling for an exemption to the city’s streets and traffic bylaw so that tickets will not be issued to people sleeping in cars parked on the street when the vacancy rate falls below three per cent.

People who say there’s nowhere in Victoria to discharge grey water are wrong. They’re not looking hard enough, as there are locations. Fort Victoria RV Park is one that comes to mind and they do charge a fee.
The problem with these van campers is that they want services for free. They quickly forget that the rest of us pay fees or taxes for services such as garbage and sewage.
I’m pretty darn sure these campers are not paying property taxes for parking on Dallas Road along with other parks in the city — Esquimalt Gorge Park and Gorge Waterway Park in Saanich are two that are used by van campers all the time.
They simply don’t want to pay for RV parking or for their services. They expect the rest of us to pay for them.

What were the mayor’s exact words on that CFAX segment from yesterday morning?
I was going to post a link to the CFAX audio clip but it doesn't look like they have posted it yet. The time was about 6:54AM.
From my recollection the Mayor said words to the effect that City parking and bylaw staff exercise discretion in enforcement and that it was up to the chief engineer to decide what was enforced.
As far as I know the City does not have a chief engineer so I assume she was referring to Fraser Work who is the VP engineering.
