What constitutes chaos in this context? Wanting to park in front of your house instead of on your massive 4-, 6-, or 8-car driveway but not being able to because there's already a car there? Seriously, check out some of the driveways on that road.

I'm wondering how you're able to post comments if you don't have internet access? Check the streetview. There's no reason why most of the houses on that street should have any issues re: street parking even if they themselves were hosting gatherings. There would seem to be a great abundance of space to park vehicles in their own driveways and on their own on-property parking areas.
Translation for the info impaired: even if outsiders were parked in every available roadside space it really shouldn't matter very much. Unless there's something else going on here that isn't being disclosed, it's hard to imagine how the situation could be anything close to "chaos".

I'd bet a donut that "chaos" in this context means "seeing one or two unfamiliar vehicles parked on the roadside", or something to that effect.

But I get it, on-street parking isn’t owned by anyone, and everyone has equal access to it. If there’s insufficient on-street parking, it can lead to obvious conflict, possibly chaos if people get into disagreements.
Now riddle me this. If you say everyone's got a huge driveway, but cars are still parked on the street, then if a 4:1, 6:1 or 8:1 parking-to-home ratio isn’t enough to avoid on-street parking for whatever reason, then how is a 1:2, or 1:3 ratio apropos when 4:1 or 8:1 isn’t enough?
Let’s rationally think this through. Maybe some residents along that road have work trucks? Maybe they have 2-3 private vehicles each in addition to a work truck, and maybe some of the homes have suites, with 1-2 vehicles per suite. Most SF homes have one vehicle per adult. Most condos and apartments have about one vehicle per suite in a suburban setting. So now there are 68 new apartments, and only 36 stalls that residents have to pay for, vs free on-street parking that they’re entitled to. And 132 additional homes are proposed, with 55 parking stalls. What do we think the outcome will be?

The downtown core is looking to get greener as Victoria city council brings forward a motion to convert the rooftop parking at the Johnson Street Parkade into a public community garden.
“We have checked the parking data from the city, and it’s one of those spaces in the city that is underutilized,” said Sandra Severs, president of the Victoria Downtown Resident Association.
The DRA commissioned a six-week feasibility study conducted in May and completed by Worcester Polytechnic Institute, which found that a rooftop community garden on the Johnson Street parkade was viable.
