It’s a different process than what the RCMP currently do, taking people from across the country, training them to be a constable, and then fitting them into positions across the country, forcing members to criss cross Canada until eventually they can settle down somewhere.

No it's not different, it is exactly like the RCMP but instead of a country they can serve across a county.

Fentanyl isn’t legal to use at the beach. Neither is beer.

Which illegal drugs and how much

Under the exemption, adults aged 18 years and older in BC will not be arrested or charged for the possession of four types of illegal drugs for personal use:

Opioids (including heroin, morphine, and fentanyl. See the exemption for the full list)
Cocaine (including crack and powder cocaine)
Methamphetamine (Meth)
MDMA (Ecstasy)

Yes, none of those are legal to use in public.  Possession was decriminalized, nothing more.

You may, however, be arrested and charged for having a beer in your hand in public.

I believe use = possession in the legal sense*. The only place it might not be legal to use is on your private premise, if you choose to disallow it.

And it’s restricted at schools, in vehicles and boats etc.

* you may possess the cocaine in your pocket, your hand, and all the way up to and including in your nose. All fine.

I want to give you the benefit of the doubt but I cannot find anything that says use will be prohibited, and I've looked far and long.

What about Coca-Cola? no one still seems to know the ingredients “The current formula of Coca-Cola remains a closely guarded trade secret; however, a variety of reported recipes and experimental recreations have been published. The secrecy around the formula has been used by Coca-Cola in its marketing as only a handful of anonymous employees know the formula”

Campbell River tried to ban it, but quickly walked it back.

Ban what, public consumption of drugs? It’s still illegal.

I spent 15 minutes this morning looking for your take. It doesn’t exist. Consumption has been decriminalised. Consumption = possession now. You can forbid it in your property or premise if you like though.

I cannot find anything that says consumption in public has been decriminalized, only possession. Of course we all know I am just splitting hairs, as obviously public consumption is tolerated all over the place.

Sure ok, I don’t see a source for that either.

Just as de facto possession of small quantities of narcotics has essentially been legal for some time now, so too is public consumption of intoxicants legal as long as they are not alcohol.

It goes hand-in-hand with the "logic" that stigma reduces the negative effects of tobacco on society, while it increases the negative consequences of narcotics.

I think it’s implied that decriminalizing hard drugs means they are permitted to be used in public. As in the law will require you to move on, or destroy the substance, like pouring out someone’s beer. But you’re not going to fear a legal repercussion.

Implied?  That's a weird one.  They won't seize the drugs if they are deemed to be under the max weight allowed.

The rules:

Have drugs on the list, under the maximum amount, possess or consume where and when you see fit. As long as you are not at a school or airport, or a private premise where the host forbids it.
