What I'm trying to say is when a user resells some of his stash to finance his habit he is in effect a dealer. It's complicated.

The street-user-as-a-street-dealer thing is a myth. I don’t even know how it got legs, but very rarely is the lowest rung of the ladder given the role of pushing the drugs to other users via his or her own “stash” or larger supply that qualifies them as a “dealer.”

Other than acting as a runner or a go-between we don’t actually have roving swarms of street level users supplying other street level users like enterprising characters in the movies. The actual “dealers” are fearsome individuals who control the input and output. Some of them aren’t users nor do they want to engage users and that’s where the go-betweens come into play. So busting a go-between is like busting a cashier at the grocery store for price gauging by her boss in the back office.

Why were the police attending to a person in the water when the Victoria Fireboat probably had the best chance of saving the person that fell from the Johnson Street Bridge?

911 should only be called for situations involving a crime in progress, or an imminent threat to life, bodily injury, or major property damage or loss.

According to the "What the Hell Just Happened" FB page, CREST has finally gone encrypted, meaning scanners can't tune in. There are reportedly no workarounds.

Since I don't know if this incident is related to a crime I decided this was the best thread.

A large police presence was seen at an apartment complex in Victoria, and officers deployed tear gas in a standoff that has seen one person taken into custody. Heavily armed members of Victoria police and the Emergency Response Team were seen in the 300-block of Burnside Road East Friday morning, at the corner of Carroll Street...

Seeing chatter on social media about council debating police budget and cutting positions? I don't trust the local media to tell the full story, so any comments here from folks in the know would be much appreciated.

Council has been reluctant to approve the full police department budget ask.

They’ve instructed the force to cut $800k from their budget and are only funding VicPD at inflation+1%.

the problem is likely that negotiated wage increases are much over inflation +1

This was at the COTW and is being sent back to the Police department for review. Helps does not approve so it will be interesting to see what she and Manak do in response.

 

Bottom line in my opinion is that the Mayor and council are spending new money on their 180 strategic priorities and have very few levers to pull to keep taxes anywhere near what they have promised. They are already "spending" assessment money and "surplus" that they haven't even received or determined precisely yet. If they focused on the 10-15 things that the City actually needs then they would not be in this pickle.

they just approved the hiring of 6 new people at $125k each fully burdened too. climate matters and street calming.

It really is the Trump Playbook. Declare a climate state of emergency and then hire new climate staffers while firing the people we rely on to keep us safe.

Next step: Rallies with the mayor's supporters chanting "Build the (separated bike) lanes!!"

It's rare for me to side with the mayor but I will give her credit in this instance. The voting on this also shows that the TV slate was designed to push through the wishes of Chancellor Isitt.
