High housing costs a factor in Sidney/North Saanich RCMP staffing shortage

Major crimes unit kept busy with 24 new investigations

Aug. 19, 2021

26175713_web1_200902-PNR-COMMUNITY-POLIC
Staff Sgt. Wayne Conley (right, here seen in 2020) says a never-seen-before confluence of retirements, promotions and injuries have caused staffing challenges at the Sidney/North Saanich RCMP detachment. One of the retirees includes the previous community policing officer, Const. Paul Mittelsteadt (left).

The high cost of housing on the Saanich Peninsula could be contributing to staffing challenges at the Sidney/North Saanich RCMP detachment, but relief is on the way, the public heard.

“It has been a challenging year for the detachment on the resource front after losing six officers so far this year to retirements, promotions with transfers and transfers,” said Staff-Sgt. Wayne Conley Monday. “But I’m happy to say replacement officers are now arriving.”

Two new officers arrived in July, two more in August, with two more scheduled to arrive at the end of August, he said. “However, we still have two more positions to be filled and I do not have officers named to those vacant positions as of yet.”

He is probably having a good giggle. Horgan and his elitist buddies are of course used to calling the police and getting service pronto. The average small business or resident can't get the police to respond now to any non-lethal event so what do you think the chances are that the cops will attend a dispute over vaccine cards!

What island Health needs to do is create its own unit to monitor compliance with Government policies and mandates. Perhaps they can be dressed in brown shirts to make them easily identifiable!

"The smallpox virus arrived in Victoria in 1862, carried by a man on a steamer from San Francisco. Most of the Songhees had been vaccinated, but the disease was devastating for the First Peoples visiting from the north coast. Police commissioner Joseph Pemberton ordered the removal of all aboriginal people in Victoria, except for those "employed by whites," and people returning home took the disease with them, along the coast and up the rivers to the interior, causing annihilation in village after village. Eventually, smaller numbers of northerners returned to Victoria, but the extent of their influence on the local society and economy was never the same.": https://www.royalbcm...h/city_2_2b.php

I think the BC Museum piece needs to be taken in context (or have the author questioned).   Smallpox had wiped out many if not most of the indigenous people hundreds of years before Cook "found" North America. In 1519 Hernán Cortés landed on the shores of what is now Mexico and spread the disease but there are other statements saying that trade routes brought it before then.  Cook noted signs of it during his trip.

Edit:  My point is that Northerners would have been exposed previously.  Why was there no herd immunity?

no defunding in montreal:

Montreal Mayor Valérie Plante says the city will invest an additional $5.5 million in its police force in order to help fight gun crime.

Plante said today alongside Chief Sylvain Caron that the amount would to dedicated to the effort to eradicate criminal gangs.

pretty sure it will not "eradicate" gangs though.

Saanich Police break up party of nearly 1,000 students at University of Victoria

September 6, 2021

According to Saanich PD, two officers were assigned to assist the University of Victoria Security on the evening of Sunday, August 6 — a regular assignment at this time of year in anticipation of parties to start the school year.

A gathering formed on the University campus and began to grow, requiring Saanich Police to deploy two more officers to the scene.

Frontline officers estimate that the crowd grew to a size of nearly 1,000 young adults at one point in time before being broken up.

That’s fine, just so long as they are not having fun.

Except that it wasn't broken up, police issued two tickets, that was it.

They were outside, masks weren't required.

Animal police

Conservation-officer shortage often leaves untrained police to deal with animals

Times Colonist - 19 Sep 2021

saanich.png
Saanich police report the highest numbers of animal shootings in B.C. — mostly deer euthanized after being hit on two busy highways. Use-of-force data from the B.C. Public Safety Ministry suggest these animals were humanely killed with, typically, one shot.

The video is disturbing to watch.

In an attempt to euthanize a mule deer injured by a vehicle, a Lethbridge police officer is seen repeatedly running over the animal with his truck in January 2019. The animal’s piercing screams can be heard in the 15-minute video posted online by a bystander.

Public outrage led to the first investigation of an animal death by Alberta’s police oversight body. In its June 2019 report, the Alberta Serious Incident Response Team concluded that the officer’s actions likely prolonged the deer’s suffering, but didn’t warrant criminal charges.

Working alone, the officer had ruled out the most humane method — shooting the animal — fearing ricocheting bullets in the populated area. Fish and wildlife officers were unavailable. And the Lethbridge police had no standing agreement to cover veterinarian costs.

“Taking emotion out of the equation, the officer was able to put the deer out of its misery within approximately 15 minutes,” the report states.

“If we look at lethal force as a last option, it shouldn’t matter whether it’s an animal or human — the principles of de-escalation and alternative measures should first apply.” — former B.C. conservation officer Bryce Casavant

“I watch a lot of animal cruelty videos, and this one really got me,” said Camille Labchuk, a lawyer who is executive director of Animal Justice, a Toronto-based non-profit that advocates for the humane treatment of animals.

She criticized the report for discounting the officer’s obligation to seek out those better equipped to help the animal. “They ‘humane washed’ the incident to the benefit of the police,” she said.

The Lethbridge case highlights public concern over police accountability when it comes to use of force on animals — and raises the question of whether some portion of police budgets should go to non-police agencies better trained to respond to increasing numbers of animal-human encounters.

the only reason we have “an increasing number” of encounters is because we let large wild animals live amongst us. we are too soft.
