I wonder what Isitt and Potts think about this. Are they happy? Perhaps they are angry because this news undermines their ACAB narrative? It makes their job of stoking hate more difficult when Police are viewed as people instead of faceless monsters.
I don't read this as cops being unhappy with what Isitt and Potts have to say as much as they dislike management not looking out for their interests.
The study found the workplace culture is characterized by lack of trust and little communication between senior management and officers, “and a senior management team that is preoccupied with external events and stakeholders to the perceived detriment of the officers.
I guess Manak will soon find out how his loyalty to Helps will be repaid.

Cops say they like their direct supervisors.
I think they might wonder what the point is in most of the work they perform. Like attending 844 Johnson every day. Or the other 12 places.

I read this report as a scathing assessment of Manak, Helps, and most of the rest of Council.
Regardless of “blame”, it’s a damning report that really can’t be ignored.

Victoria, BC – Effective at 5 p.m. today, the front counter of VicPD headquarters at 850 Caledonia Avenue, and the front counter of Esquimalt Division at 500 Park Place, will be closed until further notice.
With the recent rise in COVID-19 cases and the impacts of the Omicron variant, we are taking this step as part of our efforts to protect the public and our staff while ensuring that we are able to maintain operational readiness.
We are asking members of the public to utilize our non-emergency line, or, where possible, report incidents online.
We have a number of online services available to you including applying for Police Information Checks, Freedom of Information Requests, and Requesting Property Returns. Please see our website at www.vicpd.ca/services

Helps and council are not senior management. After a similar report, the CEO of the RBCM was forced to resign. I doubt Manak will follow suit, but I can see the board (ie Helps) cutting him loose and using the report as the basis.

Agreed, but having a few years of ACAB and a council that is hostile, it can't help moral including management. How many are burnt out but are staying for their pension?

Victoria, BC – A good Samaritan has helped save Christmas for a local business after turning in an envelope containing $9,000 that they had found on a downtown street.
On Tuesday, December 21st, a good Samaritan attended our front counter at 850 Caledonia Avenue to turn in an envelope containing $9,000 that they had discovered while waiting for a friend downtown. They immediately brought the envelope to VicPD Headquarters in hopes that officers could locate the rightful owner. A VicPD Special Municipal Constable took the file, stored the cash for safe-keeping, and began the search for the rightful owner.
The next morning, a business owner called police to report that they had discovered they had lost an envelope containing $9,000 the previous day. A VicPD Special Municipal Constable made the connection between the two files and began the process of confirming rightful ownership.
The business owner attended VicPD Headquarters this morning with documents confirming the cash was theirs. The money was for Christmas bonuses for the business’ staff. It is now back in the owner’s hands just in time for Christmas Eve.
The return is due both to the diligent work of the VicPD Special Municipal Constables and the good Samaritan who did the right thing and turned in a substantial amount of money they discovered on a rainy, downtown Victoria street.

I would think that most cops could care less about what Isitt has to say and don't spend any time thinking about it. What impacts them more are actions like having their budget requests denied, policies which encourage the homeless and criminals to come to Victoria, instructions to take it easy on 'survival crimes' which keeps putting crooks back out on the street, and a lack of perceived support from management.

Could be the case. Manak has grown a pair in recent months and been more outspoken and willing to correct misinformation.
