Why doesn't it surprise me that UVic is one of the last holdouts for a dying cause?

Vancouver Island University (VIU) has issued a trespass notice to the protesters who have set up an encampment on the campus.
The Palestine Solidarity Encampment set up on the VIU campus on May 1, and the university says it has brought “unprecedented challenges” since it was set up.
“VIU had been hopeful the encampment could be resolved through dialogue between the university and student participants,” the university said in a notice posted to its website. “It has become evident that it is not realistic to continue to anticipate that the encampment can be resolved in this way.”
VIU has given the encampment until 8 a.m. on July 15 to vacate and dismantle. This is the second trespass notice the university has issued to the protesters.
“If anyone remains in the encampment after 8 am on July 15, 2024, the university will be forced to take all legal steps necessary to remove them,” the statement says.
“VIU will be commencing a court action seeking damages from encampment participants and injunctive relief if the encampment is not vacated by 8 am on July 15, 2024.”

Will UVic have the distinction of being the last university to finally evict these terrorist sympathisers?

Why would you negotiate with terrorist sympathizers? Take the encampment down faster than they can put it up, immediately.

UVic isn't anywhere close to 30%, AFAIK. More like less than half that.

Update for the UVic community on the People’s Park UVic encampment
UVic has taken a calm, measured and reasoned approach to the encampment that was established May 1 by the People’s Park UVic. Since the middle of June, through a facilitator, we have been working with People’s Park UVic towards a peaceful conclusion of the encampment.
Unfortunately, we have not successfully achieved agreement on the process and timeline for decampment. The university was disappointed to learn of this impasse through social media posts from People’s Park UVic.
As we see no further prospect for a successful dialogue, the university has advised the People’s Park UVic that they are trespassing and asked them to leave university property.

Post-secondary institutions on Vancouver Island are hardening their stance towards pro-Palestinian encampments, with both University of Victoria and Vancouver Island University serving trespass notices to protesters this week.
Protesters camped in front of the UVic library said they were read a trespass advisory by the head of campus security on Saturday and were told they had until Monday 8 a.m. to leave university grounds.
UVic said in a Saturday update on its website that talks through an unspecified third-party facilitator have been unsuccessful in negotiating a time and process for the encampment to end peacefully.
“As we see no further prospect for successful dialogue, the university has advised the People’s Park UVic that they are trespassing and asked them to leave university property,” the statement said.
A university spokesperson said students were advised through a “verbal reminder” given at 10 a.m. Saturday.
At a press conference on Friday, masked protesters with the People’s Park said UVic had “refused to make any concrete commitments” to divesting investments in companies that protesters say are involved in violations of international law, human rights and “aid and benefit from genocide.”

Encampment representatives did not respond to questions from the Times Colonist about whether they intend to remain after the Monday deadline.
In a social media post advertising its regular evening gathering following the pro-Palestinian Saturday rally in downtown Victoria, the encampment asked for its followers to “stay tuned for updates from camp and plans going forward.”
Meanwhile, in Nanaimo, Vancouver Island University served legal documents to its students through a mass email on Friday after receiving permission from a judge to serve defendants via alternate methods.
