I can't seem to get onto the dist. of Sannich website to search this and figured this brilliant group would know the answer to my question!
The boulevards, public - is it up to the homeowner to keep the grass cut or the Dist. of Sannich?

found my answer! yes, individual homeowners are resp. now I wonder about large condo properties - are they commercial? individual?

If the condo fronts onto a boulevard like a house, I'm sure the condo is responsible.

Last week, the municipality (Saanich, and I'm assuming it was them) mowed the boulevards in my area that needed it. It was only an odd spot here and there as people generally maintain the boulevards themselves.
It was the first time they have done it this year.
