I don't think a damaged seal will affect the performance of the low-e coatings. Low-e (depending on the type of coating) will keep solar radiation out causing less of a greenhouse effect.
Now if the windows were argon filled, a break in the thermal seal will definately cause a reduction in performance.
I put low-e windows into my place. The difference in the amount of heat felt when standing in on the inside with the sun shining through is quite amazing.

Windows with the lowE coating are always filled with argon. The argon is only good for an r-value of .3 though. The coating(s) does most of the heavy-lifting. Honestly, in our climate lowE/argon isn't worth the extra cost except in very limited situations.

...but if I was washing dishes in front of a window in full sun, I'd much rather have a low-e window to block the heat hitting me directly.
Then again I'm a bit of a polar bear and find Victoria too hot in the summer

Yes, as I say, in some situations it is a good idea. Overall, in terms of energy savings in this climate, it won't pay for itself for maybe 20 or more years. Remember, that sun you want to block would heat up your kitchen a bit in the winter if you don't block it with lowE2 soft-coat like you want.

I'd like to know what is happening with the Stadacona center building. I see a few units on MLS that look to be rather under-priced and a couple listings say that the building needs work.

865 sq. ft. for only $135k, something must be very wrong with the building.
There are three listings at 909 Pembroke and they are very low in price too.

Maybe at 909 the special assessment has been paid, very likely so if the work is starting. At Stadacona, they are maybe still figuring out how bad/expensive it's going to be.

Would a special assessment affect the BC Property Assessment value at all? The units at 909 do seem cheap for this market, but they are well over assessed value.
