The documentary described multiple stops along the route including Kamloops, where the narrator said heightened summer drought conditions in the Pacific Northwest make farming irrigation an issue. So presumably these drought conditions stem from the 80s, or even the 70s.
Remember that when someone tells you “we’ve been experiencing summer drought conditions over the last several years, and must act now,” followed by something that will cost you money, and accompanied by rhetoric that ultra-recent climate change is the culprit behind our long, dry summers that apparently never existed prior to 2010, but which we all know as normal from our childhood years in this region.
The documentary is The Great Canadian Train Ride and is on Prime. It features great footage of Canadian cities, including Victoria at the very end of the documentary. One fact it states is the Empress was built in anticipation of the railway barging cars to Victoria as Vancouver didn’t exist when the line was completed. What’s odd is it never mentions the E&N Dayliner. But I digress.

Schoolnet recorded 9.5mm in Shawnigan Lake (closest Schoolnet recording location to the reservoir) and 4.5-5mm at the West Highlands Fire Hall. Sooke saw the same as the hall via the station at Journey.

Why are we not allowed to water our lawns when it's convenient for us, but condos and apartments are constantly power washing entire parking lots?

You can power wash your driveway every single day if you so choose and multi-unit residential building have the same lawn watering rules.
edit: you didn't hear it from me but your lawn doesn't need much watering each week. water on a night of the week that works for you and by the time bylaw responds to the call it will be dry...sorry your neighbours aren't reasonable people if they are calling CRD Bylaw on you if you're only watering once or twice a week.

We usually put out a yogurt tub so we can measure the amount of water. We've tried to let it go dormant in past summers, but by September it's nothing but weeds.

Kamloops is, but the rain commentary was about the Pacific Northwest in general.
Dry summers are completely ordinary here. It's happened pretty much every year for my whole life just like it rains for 6-8 months. The weird years are the ones where it rains all summer.

A healthy green lawn also helps cool your home in the summer by keeping the area around it cool.

Also if I'm going to the trouble and work to have a nice display of colonial flowers, I think a green lawn helps set them off and you're right, it keeps the yard cool. Isn't the climate here classified as modified Mediterranean? Dry summer is pretty normal.

Do you stand there longer or take a shower longer?.. Dishwashers you didn’t have any water... In most places of the country, water is not a problem. They don’t know what do with it. My husband now waters our lawn when it's convenient for us. It's his little bit of civic rebellion. He says, no other laws are being adhered to.
