^ The Lion's Gate Bridge was built by Guinness in about a year and a half back in the 30's. Cost was $101.8 million (in 2018 dollars). Guinness later sold the bridge to the Province in 1955. The lights were installed for Expo 86 as a gift from the Guinness family.

Does anyone know it it has the capability to change colour?
Yes there will be a Pokemon Go gym on the bridge and whichever team holds the gym will be the colour of the bridge (so red, blue and yellow). Good thing the yellow team sucks because that will be one ugly bridge.

From across the harbour, that blue colour is pretty intense...bordering on garish. This is only a test? Might they decide to use bulbs that aren't quite so bright? Are they welcoming feedback?

Seriously though, there hasn't been a lighting display of any kind anywhere in the world in the last ~20 years that couldn't have been improved by dialing the brightness down by at least a third.

^Public feedback (aka referendum) is how this whole thing kicked off to begin with! Mem'ries, Light the corners of my mind...

What? You mean use RGB LEDs? That would have been an upgrade.
I've never seen them test anything other than blue so I'd guess it's a fixed color.
