Basically, the bridge is already corroding, and specific items of the bridge raising/lowering mechanism are either already majorly malfunctioning, or are already in need of replacement.

The bridge looks pretty at night in its blue light ... but it's a complete and utter dog of a project that nobody wants anything to do with from here on in.

 

In short, the bridge is already falling apart and the rats can't disappear any faster than they're already trying to.

 

I don't know if you can suggest that the bridge is malfunctioning based solely on the article.

It's a matter of degrees I guess.

I'd bet the gaffer tape wasn't applied to make something just "look" better, and is indeed "fixing" something that's broken.
