Yet another accident on the TCH caused significant delays for motorists, but especially impacted transit riders on the West Shore who were waiting very long periods of time for buses like the 50, 58, 61, 65, and other routes that start downtown before meandering through local West Shore areas.

Meanwhile the common disappointment was one Not In Service bus after another passing by commuters stuck on the West Shore with zero bus service along the aforementioned routes.

Why can’t transit have a contingency plan for these scenarios? Sooke was completely cut off from transit access because of an accident 35 kilometres away. How can an entire area of a city be left stranded like that?

What would the contingency look like?  Separate roadways for buses to they can't be impacted by private vehicle accidents?  Even bus lanes on the same roadway can be impacted in this scenario.

...Even bus lanes on the same roadway can be impacted in this scenario.

Which is why dedicated bus lanes will never replace legitimate rapid transit systems.

Do you mean 48? the 58 just goes from Langford exchange up Langford Parkway, Westshore Parkway and Goldstream Meadows. Either way I don't see how most of those routes would have been affected though. The only routes heading into the Westshore so far today are the 50 and any 61s attached to 50s as solo 61s, 47s, 48s, 65s and 51s are only peak hours in the required direction.

Run buses from the first opportunity where they can resume the regular route.

Transit systems all over the world do this when LRT or subway trains can't move, but we can't resume services for riders stuck beyond an accident zone?

If westbound buses are stuck at Helmcken, run buses westbound from Old Island at TCH to resume at least some service.
