This topic of vacant units has been usurped by special interest groups that are more than happy to create layers of kaleidoscope’d half-truths from what is fairly basic, fundamental data.
And it’s always the same forces. They just change their songs depending on which way the wind is blowing.

Data compiled by local economic consulting firm ECONorthwest tracks the number of apartment permits issued in Portland over the past 15 years. It shows the surge in new apartments in 2017 largely holding up in 2018 and 2019, but then plummeting by roughly two-thirds in 2020, from an average of 4,500 new apartments per year to fewer than 1,500.

Exactly.I suspect that the long term plan is to actually make Victoria much less desirable with more and more supportive housing and never ending densification. I really dont think we are serving the younger generations very well.

Good grief, Canada is the 2nd largest country on Earth.
Create a new community where land is plentiful and cheap - lots of options.
Victoria is constrained by water on 3 sides and prohibitively expensive real estate.
Housing advocates know the above realities, so what do they have to gain by being wilfully blind to better options?
There are hundreds of towns and small cities across the country where land is plentiful and cheap. Very few want to move there. I don't think building a new community from scratch would help much.

94% of BC is crown land. Why not sell some near the desirable places and use the money for good?

Is the greater go served when property is in the hands of government? Probably not. Does not work for native reserves.

Now here’s the thing. If the CRD does nothing, all we’ll continue to see out there are very large lots with single SFDs on them, maybe a few with a secondary residence on the property. Is that the best way forward, or should we start planning a little smarter, maybe? Right now where we fit 20 homes, we could easily be fitting 200. Probably more.

How many SFD (8000 sq ft lots) can you actually get into a mere 1,500 sq kilometers anyway. Would that handful of houses make a difference?

I think so.
But you could certainly fit 500,000-units of housing within 150 square kilometres of that 1,500 square kilometres. Housing of all kinds, too. No need to only build 8,000 square foot lots.
