Very interesting. The first thing I noticed was Madoff has retained her most treasured portfolios, including library, arts, planning/land use and heritage. I expect these positions to be taken away in 18 months when the portfolios again come up for renewal because the Cuff Report specifically intended for portfolios to be rotated more than they were before. George Cuff said in his 2009 report that councillors should no longer be allowed to permanently "own" certain areas of expertise.

The Cuff Report also advocated streamlining and transparency at City Hall and we know how that is going. We'll have to keep a critical eye on this.

Are any of these external appointments paid positions? i.e. Library or Harbour Authority?

Some new enthusiasm for heritage would be good, before the portfolio becomes redundant.
